Perhaps I'm being dense, but there seems to be no streaming audio fall-off over distance. I've tried even placing the speakers on separate floors. What am I missing or is separate streams per area not possible?

Separate streams with audio falloff per area/region in one room is not possible. The sound will carry evenly throughout the entire room from a single source.
