Officer Jim overhears the commissioner and the chief talking about the homeless problem and he thinks maybe he should go undercover to get in with the homeless population to find out their point of view on this ongoing problem that has been going on for years and the lack of funding for the outreach center maybe not the only problem but there could be more to this then what they have been hearing from the day before so Officer Jim gets with Captain Ashley and Lieutenant Julie on his planes to go undercover and find out what the homeless have been struggling with for so long?
